What is best online source for hiring a part-time, English-speaking personal assistant?

I had posted in "employment" but that seemed the wrong place. I'm considering outsourcing clerical, administrative, and occasional online research activities. The ideal person would be smart, quality-oriented, English-speaking, comfortable with written communication...and reasonably priced. I've explored and used clearinghouse sites like Guru.com or GetAFreelancer.com with unsatisfying results. I have also searched for firms specializing in this, but the result is a flood of firms, many with connections in India, with clear indication of quality. This question was asked before with the winning answer being "place an ad in an Indian newspaper." I can't believe online sources would not be better and more convenient. Regarding hourly rate. While the full answer is "I don't know yet," data I've seen is that non-attorney legal work in India can be $12/hour and writing ranges from $3-7/hour. The implication is that capable help may demand less than $10/hour Any recommendations?
