Why are recruiters permitted to blackmail employment candidates?

Recruiters are using SAPs e-Recruiting 6.0 for example, to blacklist employment candidates, both internally and externally. And, SAP is encouraging their user community to seek ways to "alienate" candidates as well as to "hide" their activities so that people looking for employment won't get wise. I'm not a legal scholar, but this smacks of "Nazi-ism" to the Nth degree. So, is it legal for recruiters to use "back-end" systems to libel people who they've never met or even done business with?

  1. If you are being libeled, you can sue for libel and recover damages. You just have to prove that someone said something negative about you that was not true. If what was said is true, however, you haven't been libeled and can't recover. This activity doesn't sound much different from what the credit rating agencies do. It's not illegal.
