Is this legal for a collection agency to do?

Ok so back in Sept 07 I had a apartment that my mom cosigned with me. I lived there for about 9 months until I joined the Marine Corps and left for bootcamp. While I was living there my recruiter asked to move my ship date for bootcamp a month sooner which only left me with 2 days before I had to leave. I left and my mom took care of cleaning out the room for me. She scrubbed it down till it was perfectly clean. But when she talked to the owners they said they had to call in a cleaning team to come clean it and charged her $100. She refused to pay since she had already made sure it was clean. Now more than a year later some agency called her and says she owes over $200 and her credit score has already dropped from 800 to 600. Is it legal to wait a year without contacting the person and to be charging interest?

1. Doesn't sound legal to me, but stuff like that happens all the time. You need to contact a lawyer and contest that bill.
