So far I have terms and condition for the Companies and terms and conditions for employee. Am I missing anything else??

1. Why do you want to start a recruitment agency? So you can exploit people by offering them crap temping contracts and make money from their labour when they would be better off getting a permanent job? So you can crowd out the labour market and force people to take crap temp jobs without holidays, pensions or job security? GTFO
2. If they are well written, you should be fairly well covered, besides any legal requirements.
