How to know if the Recruitment agency is not illegal?

I have received a flyers from A-Max International Promotions Inc. and it has a POEA License number on it. It is POEA Lic # is 140-LB-071907-R I just want to know if this recruitment agency is legal or not. because they are hiring lots of people going to London, Pls tell me guys how to know if this recruitment agency is illegal or not.Because their offer is very inviting and they promise lots of things to us. Thanks and you will give me the right answer will get the 10 points.

2. How could they be hiring people for jobs in London? Do you get a newspaper where you live? Do you know what's happening in the British economy? Do you know how many millions of Brits have been sacked in the last year? It's a scam. There are no jobs. They just want your money.
3. I think its legal but always trust your instinct. there are a lot of licensed agency that do illegal things. (like asking for a down payment etc.) see if they actually send someone to london. hiring people is one thing and sending them to work is another thing. you can check POEA for more licensed agency that might hire you. hope this help. good luck.
